Wheelchair-bound protest locked OKU toilet, rude gesture by KTM staff 



About 20 wheelchair-bound individuals staged a protest at the Rawang KTM station today, alleging mistreatment by station staff and that its toilet for the disabled (OKU) is always locked. 

Independent Living & Training Centre Malaysia (ILTC) president Francis Siva said several representatives from his organisation had visited the station yesterday afternoon after receiving complaints from a fellow wheelchair-bound individual. 

He claimed they had found the OKU toilet locked, and were on the receiving end from a station toilet staff when they requested that the toilet be unlocked. 

ILTC secretary Gurdip Kaur also produced a photo of the toilet staff, which shows her making a rude gesture by turning around, bending over and thrusting her rear at the camera. 

The wheelchair-bound individual who made the complaint, M Murugan, has been selling handicraft and stationery around the Rawang KTM station vicinity for the past two years. 

“Since February, the toilet for the handicapped has always been locked. When I asked the cleaners, they would say ‘no water’, ‘‘no electricity’. […] They would scold me.

“When the cleaners opened the toilet door, I saw that it was filled with the cleaners' personal belongings.

"When I asked, the cleaner said the officer had given her permission to store her things,” he said. 

Murugan also claimed he had no choice but to defecate in his pants several times because of the lack of access to the handicapped toilet.

Initially denied access 

Drama ensued when the protesters were initially denied access by a station official when they attempted to stage the event at the train platform. 

After some heated exchange between Gurdip and the particular official, the protesters and the press were allowed to enter the train platform area.

“Come in! Come in!” Gurdip called out to her fellow handicapped comrade-in-arms and reporters.


ILTC central committee member S Jeyaraj had then tried to open the OKU toilet door, only to find it locked. 

Francis, who is on a wheelchair himself, said: “The disabled toilets are intended to improve the disabled quality of life. Unfortunately, we have gotten a lot of complaints about the disabled toilets. They are using them as a store room, keeping mops and other things. 

“Most of the disabled are suffering, for we have been denied the basic fundamentals of life. So, that’s why we are here to express our strong disappointment towards the Transport Ministry and KTM." 

Also present was MIC Selayang division chief MB Raja, who urged the ministry to act immediately on this issue.

“I want the ministry to take serious action on this, because if we leave this alone, another station will do that and another station will do that […] I’ll write to the Transport Ministry too, because this should not have happened,” he said. 

Nor Azni Ibrahim, a representative from the KTM Khairat Kematian Charitable Association, the organisation which he claimed has been entrusted by KTM management to handle various matters, including the tendering for toilet operations at the Rawang and Kuang stations, had issued a response. 

“As a representative (from the association) I apologise for the toilet staff’s behaviour […] I’ll make sure this thing will never happen again,” the KTM employee told ILTC members.

Locked disabled-friendly loo raises commuters’ ire

THE disabled community in Rawang are furious over the closure of the disabled-friendly toilet at the KTM Komuter Rawang station for the past five months.
Murugan Mariapan, 35, who is wheelchair-bound, commutes by train from Rawang to Kuala Lumpur about three times a week to sell pens in the city centre.
One time when he urgently needed the toilet and insisted to the station management to unlock it for him to use, he found toiletries, goods and other items stored inside.
“The person who holds the key to the toilet had always given excuses that the toilet had no water and electricity. It is ridiculous and this has been going on for five months,” he said.
Lending their voice to highlight the plight was Independent Living and Training Centre (ILTC) Malaysia led by its president Francis Siva, who said it was a violation of human rights for the station not to provide a toilet for the disabled.
“Basic necessities such as a toilet is a must,” said Francis, who claimed that some disabled-friendly toilets at other KTM Komuter stations were also kept locked at all times.
Another disabled person Tina Abdul, 54, said the lifts at the KTM Komuter station did not work and she had to wait for help to exit the station.
“We have to make a living and have important appointments to keep. KTM Komuter should be responsible in making their stations disabled-friendly, as many disabled people commute by train daily, especially from Rawang to the city centre,” she added.
ILTC adviser Datuk Seri Bala Krishnan and Selayang MIC chairman M.B. Raja said they would lodge an official complaint to the Transport Ministry to ensure all train stations have disabled-friendly toilets.
“We must work hand-in-hand with the disabled community in building an effective and disabled-friendly transportation system,” said Raja.
KTM Berhad corporate communication manager Siti Badariah Wan Hanafi promised an investigation into the toilet complaint, including the allegation of the toilet maintenance staff being rude to the disabled person.
“As for the lift, we will repair it soon,” she said.

KTM has sacked the female operator accused of making a rude gesture towards several members of the Independent Living & Training Centre Malaysia (ILTC) group.
“I already terminated the operator, replacing her with another person to work there,” said Nor Azni Ibrahim, a representative from the KTM Khairat Kematian Charitable Association.
He was commenting on ILTC's protest at the Rawang KTM on Tuesday over the staff's alleged mistreatment and the inaccessible disabled (OKU) toilet.

This morning 1130am I tried to contact Mr. Lim Kai Khau (Setiausaha Sulit) on the phone at the Minister Office of  Y.B. Dato' Sri Liow Tiong Lai Minister of Transport but I was unable to get through.

Later 11.45am I have contacted Mr. Lim Chau Leng (Setiausaha Akhbar) and he said that, it is a small matter and KTM management can solve the problem.

I am honestly very disappointed with Mr. Lim Chau Leng that the way he talks. “But for us it is life-and-dead”.

At around 3.30pm I had spoken to Ms. Alice (Pegawai Khas) Y.B. Dato' Sri Liow Tiong Lai Minister of Transport on request for meeting to discuss with Minister Y.B. Dato' Sri Liow Tiong Lai.

She said that, at the moment by election campaign and he is very busy. She advised me to write a letter and send to her email. She will make an appointment to meet Minister after the by election

Furthermore, we are happy with KTM has sacked the female operator of making a rude gesture. BUT THE ISSUE IS NOT OVER.

Last on 13-06-2016 Ms. Alice Chang (Pegawai Khas - Y.B. Dato' Sri Liow Tiong Lai Minister of Transport) send an email to me confirmed received our official letter regarding on request for meeting to discuss with Minister Y.B. Dato' Sri Liow Tiong Lai.

Furthermore, YB Datuk Seri Rohani Abdul Karim - Minister, Women, Family and Community Development two months ago on 23/3/2016 agreed in the Parliament to the suggestion to meeting up ILTC Malaysia members to hear our plight on GST to be waived immediately for the disabled.

We were expected that to happen very soon. But we made several calls to make an appointment YB Datuk Seri Rohani Abdul Karim to meet up.

When we contacted, Rohani's PA to set up a meeting, he said that Minister is busy.

We hoped to hear from him soon.

Charity Dinner 2016” In Aid Of The Disabled Development Activities

Independent Living and Training Centre Malaysia is a charitable organization, which was formed BY the disabled and FOR the disabled to provide free services for their members who are living throughout the county for more than sixteen (16) years.

These services are carried out with the main objective to teach, guide and assist disabled members to lead an independent live and face daily challenges with self-confidence and esteem.

We provide the following services to the disabled members and community:

•               Counseling and Personal Motivation
•               Disability Information and Advice
•               Basic Computer Training
•               Self Development Programs
•               Mid-level Rehabilitation - Technical Assistance and Training
•               Making of Handicrafts and Sewing 
•               Job Identification and Placements

These are all done in order to help our disabled members live more independently as useful citizens of Malaysia. Furthermore, we are also actively involved in finding suitable jobs for disabled people who approach us for help. (Jobs Placements)

With reference to the above matter, we are pleased to inform that Independent Living & Training Centre Malaysia (ILTC Malaysia) is organizing a "Charity Dinner 2016".

Our main purpose for this charity dinner is to raise funds for the disabled development activities. At present our new building construction was completed.

Tough life for disabled in Rawang

THE disabled community say the lack of proper facilities in Rawang has made it difficult for them to carry out tasks such as banking and commuting via public transport.

Several members from Independent Living and Training Centre (ILTC) Malaysia, led by its president Francis Siva, went around Rawang town to highlight the difficulties faced by the disabled when moving around.
They visited the market, bus terminal, KTM Komuter station and banks, among others.
Francis said many old shoplots housing banks and other public facilities in Bandar Baru Rawang were not disabled-friendly.
He pointed out that even when there was a ramp, it was too steep, making it difficult for disabled people to wheel themselves up.
“Wheelchair-bound people fear that they might flip over and hit their head against the concrete floor.
“They need assistance to do banking, make bill payments and use public transport.
“I have been cheated multiple times when I asked others to go to the bank and withdraw money on my behalf,” he said.

He added that toilets for the disabled were also poorly maintained, and used by the physically abled.
Parking bays meant for the disabled are also used by motorcyclists and other motorists, he said.
“The Rawang bus terminal is not disabled-friendly either making it difficult for the disabled to board or alight from the bus,” said Francis.
Single mother Tina Abdul, 54, who is wheelchair-bound and makes a living selling coffee, said she had never taken the bus from Rawang to Kuala Lumpur as she found it inconvenient.
“The toilet here is always closed and the pathway blocked by vehicles.
“There is no ramp for those in wheelchairs to get in or out of the bus at the terminal. I usually use the KTM Komuter to travel.
“As for banks in Rawang, the floor is very slippery.
“There should be tactiles paving with proper hand grips on the railing so we would not slip backwards.
“Even the ATM machines should be at a level which will enable us to do transactions easily,” said Tina.
She added more covered parking bays should be built for the disabled, as many of them were unable to come out of their vehicles when it rains.
ILTC member Murugan Mariapan, 36, said the KTM Komuter Rawang station ticketing counter was too high, making it difficult for him to buy a ticket.
“I have to ask the officer to come outside to pass me the ticket or get help from someone to hand me the ticket,” said Murugan, who frequently commutes to Kuala Lumpur for work.
Samsir Ab Latif, 57, who resides in Bandar Tasik Puteri, said the authorities should take stern action against those misusing disabled parking bays.
“The fine is only RM10. The penalty should be much higher to deter others from parking in bays reserved for us.
“I have only one leg and need crutches to move about and it is very frustrating to have to look for parking and walk long distances,’’ said Samsir.
Selayang Municipal Council (MPS) public relations officer Ahmad Fauzi Ishak said that before 2012, buildings or shoplots were not required to have disabled-friendly facilities.
“However, those built after 2012 must fulfil seven criteria including having proper parking bays, ramps, unobstructed pathways, tactiles, crossings, toilets and lifts which are accessible to the disabled.
“However, this is not required for existing shoplots and buildings.
“It is up to the owners to install disabled-friendly facilities to make it easier for visitors,” he said.

Independent Living and Training Centre Malaysia (ILTC Malaysia) is a non-governmental, non-profit organisation, which has spent over 16 years working to improve the lives of disabled person through our programs.

ILTC Malaysia successfully organised a charity dinner held on 30th of July 2016 (Saturday) @ 8:00 pm, Restoran Yau Kee Sdn. Bhd., Taman Sri Hijau, 48000 Rawang, Selangor Darul Ehsan is to raise funds for the disabled development activities.

The charity dinner successfully raised RM 62,000 from the 50 tables sold and an additional RM 6,000 from 10 individuals.

Entertainment for the evening was provided singer/entertainer, an emcee and a composer by Jaimy Azdean Nordin and Gushon Lal.

Your generous contributions will make a real and lasting difference in disabled person’s lives.

On behalf of ILTC Malaysia, I would like to thank everyone who has been a part of our journey and for your continuous support. I must admit fundraising is challenging these days especially in our tough economic climate.

The ILTC Malaysia is very grateful to the donors and all those who supported and attended the delicious eight-course dinner not forget  to mention the ILTC Malaysia organizing committee whose dedication continue to make this a hugely successful fund-raising event.
