Special stickers for disabled motorists, motorcyclists
PUTRAJAYA: Motorists and motorcyclists categorised as disabled person (OKU) will be given special vehicle sticker that lawfully entitles them parking and other traffic benefits.
Women, Family, and Community Development minister Datuk Seri Rohani Abdul Karim said some 20,000 of the stickers were handed over to the Road and Transport Department (RTD) to be distributed to the physically disabled throughout the first phase of the pilot project.
She said the sticker would allow City Hall and other district councils to distinguish genuine disabled drivers from those who abused facilities such as parking bays that were allotted for those with special needs.
The sticker carries the universal sign of the disabled that is printed in blue and is different for car drivers and motorcyclists as the latter had reflective attributes. However, both stickers carried holographic decals similar to those on normal road tax stickers.
The move, she said, followed calls from associations to mete out heavier enforcement on inconsiderate drivers who violated by-laws by taking advantage of the amenities meant for the OKU.
She said the ministry had requested the Kuala Lumpur City Hall, the Shah Alam and Petaling Jaya town councils to impose the law on drivers who did not have the stickers but parked in the special parking bays.
Rohani said the ministry had distributed the stickers to all RTD state headquarters and those with OKU status card issued by the department can claim them at RTD offices for free.
"The first phase will involve the handing over of stickers to the physically disabled, which involved those who have made modifications to their vehicles," she told a press conference after holding a meeting with the National Council for Persons with Disabilities.
She said the first phase, which was mostly carried out in the Klang Valley, would last about four months before the sticker would be made available to those with other disabilities nationwide.
This was to allow the ministry and the RTD to iron out issues that may arise from the project before it can be fully implemented across the board.
Rohani said currently, only 987 OKU road users were registered with the RTD. She urged the others to come forward to claim the stickers.
"The sticker functions as identification for OKUs that would allow them to use the parking bays for the disabled and they are entitled to this because they face hardships in their movements, especially when they are using wheelchairs," she said.
Rohani also reminded the public to be considerate and respect the needs of the OKU who had been given facilities due to their disadvantages.

Disabled drivers protest against new ruling


About 20 of them gathered in front of the department’s office in Wangsa Maju yesterday demanding that the regulations for licence renewal and vehicle modification that took effect on April 28 be withdrawn.
A spokesman from the group, Anthony Siva Balan Thanasayan, said they were now required to undergo a medical check every year when renewing their licences.
They also had to submit a medical report to the RTD when they acquire a new modified vehicle.
“We don’t see the need for RTD to insist on a medical report when we want to get new modified vehicles and renew or driving licences,” he said.
“We are agreeable if RTD wants us to provide a medical report the first time we obtain a driver’s or rider’s licence but to do it every year is not fair.”
Thanasayan, who is also the president of Malaysian Animal-Assisted Therapy for the Disabled and Elderly Association, said the department should already have their medical records in its computer system.
Paralympian Law King Kiew said several of the disabled, who held disabled status cards, had possessed driving or riding licences for years.
“The new requirement is just repetitive and tiring,” said Law, who took part in the Sydney Paralympics in 2000.
The group, who held placards, protested for almost an hour but no representatives from RTD showed up to speak to them.
Attempts to contact RTD for comments were not successful.

KUALA LUMPUR: A group of disabled people from five non-governmental organisations today held a protest against the Road Transport Department's (RTD) new policy requiring them to get a letter from a doctor each time they want to renew their driving licence.
The protest in front of the RTD office in Wangsa Maju at about 11am involved representatives from Petpositive, Malaysian Spinal Cord Injury Association (Masia), Yayasan Ehsan, Adult Blind Association of Selangor (Abas) and Independent Living and Training Centre.
In April, the Transport Ministry implemented waived the driving licence fee for disabled people but RTD came out a policy that requires these drivers to get a doctor's letter when applying for exemption of the fee on renewing their driving licence.
"We have to see a specialist each time we want to renew our driving licence, which is a hassle for us. I do not see the purpose of having the disabled's identity card for anymore," said Petpositive president Siva Balan Thanasayan, before he and the other protesters threw their disabled's identity cards into the dustbin in a symbolic move.
The group said the disabled should be required to produce a doctor's certification only for renewing their licence for the first time.
Efforts to reach the RTD director-general for comments were unsuccessful.

KUALA LUMPUR, Jun 18: Beberapa pertubuhan bukan kerajaan (NGO) menggesa K. Bathmavathi yang merupakan Senator mewakili orang kurang upaya (OKU) meletak jawatan kerana gagal menjadi pemimpin golongan tersebut di negara ini.
Menurut Presiden Badan Latihan & Hidup Berdikari (ILTC), Francis Siva, Bathmavathi tidak pernah perjuangkan hak OKU sejak beliau mendapat jawatan tersebut.
“Beliau tidak pernah sertai mana-mana bantahan yang kami adakan malah segala urusan kebajikan kami semakin hari semakin terabai,” katanya kepada pemberita semasa protes di hadapan Jabatan Pengangkutan Jalan (JPJ), semalam.
Jelasnya, ILTC dan beberapa NGO lain yang mewakili OKU sudah menjelaskan keapada Bathmavathi tentang semua perkara yang mereka tidak puas hati dan usaha mereka dilihat sebagai sia-sia kerana sehingga sekarang keadaan masih lagi sama.
“Khamis lepas, kami pergi ke pajabatnya kerana ada sesi berdialog mengenai bajet 2015 dan kami dapati banyak peruntukan diberi kepada golongan OKU tetapi ada di antara kami yang memberitahu elaun mereka dipotong,” katanya.
Siva turut menegaskan elaun yang mereka terima setiap bulan iaitu sebanyak RM300 tidak mencukupi kerana kos perubatan yang makin meningkat dan beliau yang lumpuh satu badan tidak mampu bekerja maka tiada pendapatan tambahan selain menerima ehsan ahli keluarga dan saudara mara terdekat.
Turut bersetuju dengan Siva adalah Presiden Persatuan Terapi Bantuan Haiwan Untuk Warga Kurang Upaya dan Warga Emas Malaysia (PETPOSITIVE), Anthony Siva Balan Thanasayan dimana beliau bersetuju Bathmavathi gagal menjalankan tugas sebagai Senator.
“Bila saya buat aduan baru Datuk Rohani Abdul Karim (Menteri Pembangunan Wanita, Keluarga dan Masyarakat Malaysia) turun padang dan datang jumpa saya beri bantuan dan mengapa bukan Bathmavathi?” soal Anthony.
Katanya, tujuan beliau membuat aduan adalah untuk memberitahu masalah yang golongan OKU hadapi dan bantuan yang diberi pula adalah kepada yang membuat aduan bukannya kepada golongan OKU yang betul-betul memerlukan.
“Mereka tidak faham masalah yang saya cuba ketengahkan dan mereka juga pernah memanggil kami golongan OKU yang mengada(pampered),” tegas beliau.
Menurutnya, golongan OKU dipersalahkan atas semua masalah yang Bathmavathi gagal selesaikan.
Setiausaha ILTC, Gurdip Kaur turut bersetuju dengan pandangan Anthony dimana Bathmavathi hanya menabur janji palsu kepada mereka untuk mendapatkan jawatan.
“Ini adalah satu penghinaan bagi kami yang duduk di atas kerusi roda kerana bagaimana hendak berbincang di atas sedangkan mereka tidak sediakan lif ataupun laluan untuk golongan OKU naik ke atas?,” kata Anthony.- TMT

The recent case of 15-year-old Muhammad Firdaus Dullah, found neglected and in a deplorable condition, has opened a can of worms.
It has revealed the Welfare Department’s (JKM) lackadaisical attitude to make its services known and Malaysians dis-functionality as a society, non-governmental organisations lament.
This comes after Inspector General of Police Tan Sri Khalid Abu Bakar revealed today that the remand for Lolanopita Sadi, the mother of the cerebral palsy-stricken boy, had been extended until Saturday to assist in further investigations.
Muhammad Firdaus was found covered in his own faeces and urine at a low-cost flat in Taman Semarak Phase 2, Nilai, during a midnight raid on illegals by state immigration officers on Saturday.
Malaysian Animal-Assisted Therapy for the Disabled and Elderly Association (Petpositive) president Anthony Siva Balan Thanasayan bemoaned the judgmental attitude among Malaysians and revealed that the support system for families with special needs persons was at an all-time low.
“It is easy to place the blame on the mother. However, the blame should also be shared by the neighbours and the Welfare Department as well.”
Anthony said the fact that Lola did not know how to apply for aid through the department had revealed the flaws and weakness in the department itself.
“The fact that there was a wheelchair in the room, as the photos depict, show the mother was also a victim. The photos seem to indicate that not only something was not done from the mother’s perspective, but from the authorities’ perspective as well.
“It also shows a weakness among the Malaysian society as a whole,” he said.
The 53-year-old wheelchair-bound activist urged the department to step up in its efforts to boost its public relations services and conduct more outreach programmes.
“The department should not assume that by registering a special needs person, their job is done.
“Their services have to reach out to people, with regular visits to the homes of the affected families made mandatory,” Anthony said, adding that this issue is an eye-opener and that Muhammad Firdaus was lucky to have been found.
“I’m very sure there are many more Firdaus’ out there.”
Echoing Anthony’s sentiments, Independent Living and Training Centre president G. Francis Siva lambasted JKM’s lackadaisical attitude in addressing problems faced by families of special needs persons.
“They have the Talian Nur line. However, when the public tries to call, they’re not picking up the phone.
“They also have inadequate services for us at their department itself,” the 54-year-old quadriplegic said, lamenting society’s attitude in blaming the mother and government’s lack of policies for the special needs.
“The woman is in trauma as it is not easy being a mother of a special needs child.
“Society has a responsibility, too, while the government, along with JKM, should make proper use of its resources to provide top services to people like Firdaus and his mother.”
Women’s Aid Organisation (WAO) executive director Ivy Josiah questioned the fact that no one questioned about the lack of concern of the neighbours and Lola’s second husband.
“What happened to them? We easily blame the mother, but many don’t understand that single mothers often have a tough time hiring babysitters.
“On top of that, many are in the dark over the services JKM provides, leading them to lack information on the support system provided by the government and society.”
Ivy said this issue had opened a can of worms in the manner the department and Malaysian society functioned as a whole.
“High time we looked at ourselves and asked: Are we working together as a community? If so, then where did we go wrong?
“This case should not be addressed in a punitive manner, but from a societal perspective.”
It was reported by Harian Metro today that Lola earned a gross income of RM2,327.81 while her nett income was RM1,549.38 per month.
The Malay daily also quoted Ahmad Reza Kamaruddin, the senior manager of her company, Modal Insan Brahim’s Airline Catering’s (BAC), as saying that Lola was always secretive and only conducted her duties without involving her personal issues.
“We were surprised to read about her in the newspapers because she never shared her problems with the company or union workers, who are very concerned about the welfare of BAC employees and members.”
Ahmad said Lola had been an employee for 10 years with the company.
Muhammad Firdaus is now recuperating at the Tuanku Jaafar Hospital in Seremban and is expected to be discharged and handed to JKM in a month’s time, while the department locates his next of kin.

Disabled Malaysians are shocked, distraught and outraged that the Road and Transport Department’s (RTD) has arbitrarily imposed a new nationwide policy ruling that insisting disabled drivers requiring doctor's letters when applying for exemptions renewal of the their driving licence fee after the Government waived the driver’s licence fee for disabled person.
The new ruling is unfair and greatly inconveniences the disabled. We upset that the authorities have this habit of making new rules and regulations without seeking any input from NGO’s of PWD’s.
Therefore, more than 40 disabled persons were gathered to show a public protest on JPJ.
We had highlighted our critical issues and to create awareness in the disabled community.

A Trip to Zoo Negara
A Trip to Zoo Negara of Malaysia in Ulu Klang which was fully sponsored and organized by Maxis held successfully on 7/8/2014.
Nearly 30 ILTC Malaysia members got an opportunity to visit a close encounter with the mammals, birds, reptiles, amphibians, insects, fishes and the giant panda pair Fu Wa and Feng Yi, at Zoo Negara.
It was fun and very much excited for the disabled people interesting place for kids and adults alike to visit. A good experience ever in zoo negara.
ILTC Malaysia members had a great time together and learn more about animal. Special thanks for providing wonderful meal. ILTC Malaysia thanked the Maxis volunteers throughout the event helping the disabled members.
